Replacements and Interchanges

Confirmation of Referee Appointments

The NLD RFU RS have reissued a guidance note to assist clubs with the process they should take when confirming referees appointed to their games.  Please find a copy of the below.

Over recent seasons, abuse of match officials has unfortunately become more prevalent and we would remind clubs that they have a duty to the game in general for the behaviour of their players, officials and spectators. Abuse of referees by coaches has increased and the NLD Disciplinary Committee will be dealing with proven cases in the coming season with bans towards the upper end of sanctions so please be warned.


All clubs MUST ensure that the playing area is roped or fenced off where physically possible and that spectators stay behind the barrier. In addition, a technical area should be marked for each team to use as desired within the protocol.

Whilst the protocol does state that replacements shouldn't run touch, it is accepted that in many smaller clubs it is not always possible to find a willing volunteer outside of the team to do this task and a pragmatic view will be taken on this point in particular. Indeed, a pragmatic view will be taken in general but clubs should adhere to the protocol where they can.

If any club has any issues with the proposal please advise us accordingly and we will liaise with the Referees' Society accordingly.

New RFU Safeguarding Policy & Guidance

The RFU has long been at the forefront in ensuring that the rugby environment is a safe one for the young and the vulnerable. The Union’s new and updated Safeguarding Policy and guidance document is now available for all levels of rugby union in England. Safeguarding Young People and Vulnerable Adults within Rugby Union Policy & Guidance, replaces the previous “Welfare of Young People in Rugby Union Guidance” document with immediate effect.

Please ensure that any future safeguarding related processes are carried out in accordance with this new document.

NLD RFU Festival & Event Approval 

Under RFU Regulation 15:

15.6.1 Festivals and Competitions may be played at any time within the Season subject to the approval of the Constituent Body or CSU in which the festival is played. Subject to RFU Regulation 11 – The Season, any U18 preseason practice match or Festival must be approved by the RFU for clubs and ERFSU for schools.

 

Note: Constituent Bodies are expected to keep the number of such Festivals under close scrutiny and maintain the teaching of the game as the main purpose of age grade rugby.

 

15.6.2 All National Schools’ Festivals may only take place if permitted by the permission of the ERFSU. All National Clubs’ Festivals may only take place if permitted by the RFU Company Secretary and Legal Officer.

Note: For the purposes of 15.6.2 above a Festival is considered to be “National” if participating Clubs or Schools are drawn from more than just neighbouring Constituent Bodies and there are more than six entrants.

 

It is advised that organisers, in order to comply with the RFU regulations, read Regulation 15, its guidelines and appendices to avoid confusion and ensure full compliance
